Who we are
The HORN International Institute for Strategic Studies (HORN Institute) is an independent policy think do tank dedicated to advancing informed analysis and practical policy solutions on peace, security, governance and development across the Horn of Africa and the Great Lakes region.
Established in 2017, the Institute works at the intersection of research, policy engagement and strategic dialogue, bringing together policymakers, diplomats, scholars, practitioners and civil society actors to address the region’s most pressing challenges and opportunities.
Through its research programmes, publications, policy dialogues and training initiatives, the HORN Institute contributes to shaping evidence-based decision-making and strengthening regional cooperation on issues affecting peace, security and governance.

What We Do
The HORN International Institute for Strategic Studies (HORN Institute conducts policy research, strategic analysis and convenes dialogue on critical regional issues including defence and security; terrorism, violent extremism and radicalization; diplomacy and foreign relations; governance, statecraft and conflict management; transnational crimes and emerging strategic threats; and climate change, migration and development. Through rigorous action research, policy engagement and strategic communications, the Institute works to inform policymaking and support practical responses to complex regional challenges.
Our work contributes to conflict resolution and peacemaking efforts, promotes informed advocacy on security and governance issues, and strengthens professional capacity through specialized training programmes and courses aligned with the Institute’s thematic focus areas. Through publications, policy briefings, expert convenings and executive training programmes, the Institute bridges research and practice to support more effective and informed policy responses across the Horn of Africa and the Great Lakes region.

The HORN International Institute for Strategic Studies has been recognised as one of the “Think Tanks to Watch” globally in the Global Go To Think Tank Index Report published by the Think Tanks and Civil Societies Program (TTCSP) at the University of Pennsylvania’s Lauder Institute.
In the Global Go To Think Tank Index, the HORN Institute was ranked 18th among 109 think tanks to watch worldwide, alongside leading global institutions such as the Brookings Institution, Chatham House and the Atlantic Council.
This recognition reflects the Institute’s growing contribution to policy research, dialogue and strategic analysis on issues shaping peace, security, governance and regional cooperation in the Horn of Africa and the Great Lakes region

The HORN Institute focuses primarily on the Horn of Africa and the Great Lakes region, a strategically important and dynamic geopolitical space where regional security, economic transformation, governance and global strategic interests intersect.
The Institute’s work examines developments across countries including Kenya, Somalia, Ethiopia, Sudan, South Sudan, Djibouti, Eritrea, Uganda, Tanzania, Burundi, Rwanda, Central African Republic,the Democratic Republic of Congo as well as broader regional and international dynamics shaping the region.

Training and Knowledge Exchange
