The HORN Institute’s Expert Briefing service connects clients with experienced researchers and practitioners for focused, high-quality knowledge transfer. Our briefings are not presentations of publicly available information. They reflect years of in-region fieldwork, sustained relationships with senior officials, community leaders, civil society actors, and security sector personnel across multiple countries, and a rigorous analytical tradition that does not yield to donor preferences or political convenience. We speak plainly about what we know, what remains uncertain, and what is obscured by official narratives.

All expert briefings are conducted under a strict confidentiality protocol. We do not disclose client identities or the substance of private engagements to third parties. Our analysts are bound by institutional standards of impartiality and are not permitted to tailor assessments to align with client preferences. The integrity of the briefing depends on the candour of the analysis, and we take that obligation seriously.
