— ABOUT THE PROGRAM

The Regional Democracy, Governance and Rule of Law Program advances research and policy engagement on democratic resilience, accountable governance and institutional integrity across the Horn of Africa and Great Lakes regions. The programme analyses constitutional processes, electoral systems, judicial independence, anti-corruption frameworks and civic participation, with particular attention to how governance deficits contribute to instability and conflict.

Through policy briefs, expert dialogues, and strategic advisory outputs, the programme engages governments, civil society, and international partners to build the evidence base for democratic reform. The programme conducts field-based research and convenes high-level roundtables that bring together policymakers, scholars, and practitioners from across the region.

The programme seeks to promote context-sensitive reforms that reinforce public trust, uphold the rule of law, and strengthen democratic institutions as foundations for sustainable peace and development. In a region where governance deficits are a primary driver of conflict and fragility, evidence-based policy engagement is essential to long-term stability.

Flagship Activities

Democratic Resilience Research

Ongoing research into constitutional processes, electoral system integrity, and governance frameworks across the Horn and Great Lakes. Outputs include policy briefs and strategic advisory reports directed at governments, regional bodies, and international partners seeking evidence-based reform pathways.

Expert Dialogues & Policy Forums

High-level expert dialogues bringing together policymakers, scholars, civil society representatives, and practitioners to analyse governance deficits and develop context-sensitive reform recommendations. Sessions produce actionable policy outputs distributed to decision-makers across the region.

Anti-Corruption & Rule of Law Advisory

Strategic advisory work targeting judicial independence, anti-corruption frameworks, and institutional integrity. The programme provides technical input to constitutional review processes and supports civil society organisations working on accountability and rule-of-law reform in fragile governance contexts.

Electoral Systems & Civic Participation

Research and policy engagement on electoral integrity, voter participation, and the design of electoral systems that promote democratic stability. The programme monitors electoral cycles across the Horn and Great Lakes regions and produces timely analysis ahead of major electoral events.
