ABOUT THE PROGRAM

The Horn of Africa Regional Peace and Security Program advances research and policy engagement on conflict dynamics, regional security trends, and peacebuilding processes across the Horn of Africa and the Great Lakes region. The program analyses drivers of conflict, including interstate rivalries, internal political instability, violent extremism, and transnational security threats, with particular attention to their implications for regional stability

Through policy briefs, expert dialogues, and strategic advisory outputs, the program engages governments, regional organizations, civil society, and international partners to strengthen the evidence base for effective peace and security interventions. Its work is grounded in field-based research and high-level roundtables that convene policymakers, security practitioners, and scholars from across the region.

The goal of the program is to promote context-sensitive and forward-looking approaches to conflict prevention, management, and resolution. It aims to support sustainable peace by enhancing regional cooperation, strengthening security governance, and advancing inclusive peace processes as foundations for long-term stability and development

Research Study

The HORN Institute conducted a study that examined the evolving conflict dynamics in Sudan, with a focus on the role of civilian actors in advancing peace and democratic transition. The study analyzed ongoing civilian-led initiatives, assessing their contributions, challenges, and potential in shaping sustainable outcomes.

The study examined the evolving conflict dynamics, key actors, and potential pathways for inclusive peace, with a focus on the role of civilian actors and non-military approaches to conflict resolution

In 2025, the HORN Institute, in partnership with the Konrad Adenauer Stiftung’s Regional Program Security Dialogue for East Africa, organized a conference on Addressing Key Security Challenges in the Horn of Africa and Great Lakes Region. The conference examined emerging and persistent security threats, fostering dialogue on coordinated, regionally driven responses to enhance stability and resilience
